ENVIRONMENTAL AND SOCIAL TECHNICAL ASSISTANCE IN THE FRAMEWORK OF THE PACTE

The PACTE Program is financed by AFD, as such it takes into account the guidelines and operational policies of environmental and social safeguards allowing the integration of environmental and social considerations in the design, planning and implementation of development projects in order to :

  • Protect the environment and society from the negative effects of projects, plans and programs;
  • Reduce and manage the risks associated with the implementation of project activities;
  • Assist in better decision-making to ensure the sustainability of activities.

In order to ensure the proper implementation of the Environmental and Social Management (CGES), in support of the Operational Management Unit and the PACTE regional teams, a technical assistance mission is planned to provide a set of technical, operational, organizational, etc. techniques to prevent and manage potential environmental and social risks of the program. Pending the start of the technical assistance mission to the program, AFD has mandated SCET-Tunisie to train the teams of the various Operational Management Units in the fundamental elements of the environmental and social approach according to the procedures of the World Bank's Environmental and Social Management Framework and AFD's environmental and social policy.

Our mission

  • Facilitation of a 2-day training workshop on the introduction to sustainable development, presentation of the World Bank's environmental and social framework and AFD's environmental policy, presentation of environmental tools (CGES, ESIA/PGES, impact diagnosis, mitigation measures), initiation to the resettlement plan. This training was supported by case studies specific to the PACTE program covering each of the regions concerned.
  • The facilitation of 3 days of thematic training to meet the expectations of the Operational management Unit teams :
    • Establishment of the Terms of Reference for the ESMP of the IPP and drinking water projects.
    • Establishment of a standard environmental and social evaluation grid for the IPP projects, the construction of hill lakes, the drinking water works and the water conservation works.
    • Establishment of environmental and social clauses specific to the PACTE projects.
