PREPARATION OF A NATIONAL ENERGY EFFICIENCY PROGRAMME

Niger

Project

To meet the need for a National Energy Efficiency Programme, a reference tool for planning the actions to be carried out in this field, the Ministry of Energy plans to recruit a consulting firm for this purpose, under the HASKÉ project.

The overall objective is to provide Niger with a National Energy Efficiency Programme to support the rationalisation and optimisation of energy use across the various economic activities. Given that energy efficiency is at the heart of universal electricity access and energy transition strategies and policies, the specific tasks will be to:

  • Review the regulatory framework for energy efficiency in Niger;
  • Carry out a diagnostic study of the baseline energy efficiency situation in Niger (power plants, electrical equipment, cooking appliances, labelling of household appliances, buildings, electricity networks and public lighting, energy audits in industry, renewable energy, etc.);
  • Assess the energy performance level of electricity generation, transmission and distribution facilities;
  • Identify the main challenges of the programme as well as the strategies and implementation axes for energy efficiency;
  • Assess and set energy-saving and financial-saving performance targets and objectives for each field of application;
  • Prioritise the fields of application concerned in order to improve energy efficiency;
  • Develop five-year action plans with their implementation budgets;
  • Map the stakeholders and their roles in the implementation of the programme;
  • Propose financing mechanisms for energy efficiency actions;
  • Propose energy efficiency standards (minimum energy efficiency standards) to be applied to electrical equipment, as well as to electricity generation, transmission and distribution facilities in Niger;
  • Prepare a pilot project sheet for each field of application and support the State in implementing and evaluating these pilot projects;
  • Etc.

The National Energy Efficiency Programme expected from the Consultant will consist of several sub- programmes (by relevant field of application), including: the energy labelling programme for household appliances, the energy efficiency programme for buildings, the energy efficiency programme for the industrial sector, and energy efficiency in electricity generation, transmission and distribution, etc.

Our mission

The consultant’s services will result in the following deliverables:

  • Inception report;
  • Report on the review and diagnostic of energy efficiency in Niger;
  • Energy efficiency programme to 2035 and 1st Energy Efficiency Action Plan.
