For Chad, a landlocked country, the Cameroonian corridor is vital for the transit of imported and exported goods. Transport costs and transit times along this corridor are significantly higher than they should be, leading to higher prices for imported goods and reduced returns for exporters (particularly for cotton). The purpose of the study is to define and evaluate the various costs involved in the structure of international transport costs along the different routes of the Douala-N’Djamena corridor, to identify the constraints and inefficiencies that prevent the optimization of transport costs and transit times, and finally to propose concrete actions aimed at accelerating the implementation of physical investments and the introduction of reforms for a better transport service.

Our mission

Phase 1: Review of specialist literature and situation analysis: 

  • Study of the various links in the logistics chain. 
  • Overview of the operations of the Port of Douala and the Ngaoundéré–Douala rail link 
  • Analysis of transport supply and demand, including in particular an estimate of the total fleet of vehicles operating internationally. 
  • Analysis of customs clearance points or goods distribution centres for imports and exports from Douala within Chad, as well as current or proposed measures to streamline their operations. 
  • Further analysis of the market for freight forwarders and other intermediaries in the import and export procedures chain 
  • Comparison of the main export and import markets within the customs procedures chain to better identify the constraints faced by each economic operator. 

Phase 2: Measures and implementation 

Based on the issues identified, the Consultant will propose an Action Plan comprising possible solutions, including an analysis of their feasibility (including from the perspective of Cameroonian public and private partners and their impact in relation to the performance indicators defined in consultation with the client. In particular, the Consultant will propose ‘0’ values for the selected indicators as well as annual targets consistent with the final performance objective.
