ENVIRONMENTAL IMPACT ASSESSMENT OF THE ENFIDHA-HERGLA COASTAL AREA

STRATEGIC ENVIRONMENTAL STUDY TUNISIA

Tunisia

Project

The project concerns the development of the area between Salloum and Hergla, which extends over a coastline of about 30km, east of Tunisia, a region deprived from development actions.
Numerous new national development projects are planned in this area, namely:

  • A resort in the Salloum area, with a capacity of 25 000 beds over 600 ha
  • A deep water harbour in Enfidha (7 million TEU over 1200 ha) ;
  • A logistic platform around the harbour (2000 ha);
  • An industrial area in Enfidha (200 ha)
  • An international airport (20 million passengers at time horizon for 2036
  • A resort in Hergla with a capacity of over 5 700 ha, 15 000 beds, over 460 ha, including a golf course and a marina;
  • All the planned projects in Salloum and Hergla will result mainly in a significant increase of the population (60 000 in 2004 to 300 000 in 2030), urban development, and an increasing demand for new infrastructure requirements, equipments and services.

The strategic environmental evaluation (study with a high environmental impact) is done in order to elaborate policies and programs, taking into consideration the following aspects:

  • The integration of sustainable development principles, within the national programs and policies;
  • The cumulative and synergic effects of the projects on the coastline ;
  • Taking into consideration possible alternatives, according to climate changes
  • Reinforcement of the decision making process in policies and programs

Our mission

Phase 1: Environmental evaluation framework

  • Detailed description of the planned projects and their impact
  • Definition of the environmental and social sensibility of the region to be developed
  • Determination of the baseline situation and the development scenarios including coastline modelling and its evaluation according to climate changes

Phase 2: Environmental evaluation

  • Identification of the development and environment protection objectives and definition of the follow up indicators
  • Identification and evaluation of the cumulative and synergic effects of the various projects
  • Recommendations for mitigation measures
